Control Center is a free clone of Stardock's ControlCenter which is based on the Dynamic Windows programming toolkit.
Currently Control Center is still in development and there are no public versions available, but I intend to make a binary available soon even in it's unfinished state.
Control Center is currently being tested on OS/2, Windows, FreeBSD, Solaris and Linux. A MacOS X port is in the works.
